BROWNSVILLE, Texas — Valley Regional Medical Center has registered plans for a $14.793 million expansion and renovation of its emergency department, according to a filing with the Texas Department of Licensing and Regulation.
The project would add 22,692 square feet at the hospital, located at 100 Alton Gloor Boulevard in Brownsville. The filing states that construction is scheduled to begin Feb. 2, 2027, and conclude March 28, 2028.
The state record, registered Sept. 23, identifies the project’s current status as “Project Registered.” The filing documents the planned work but does not state that construction has started.
Plans call for a one-story addition containing eight emergency examination rooms, a nurses’ station, and support areas. The filing also includes a five-bay ambulance canopy and a second-floor mechanical penthouse.
Inside the existing emergency department, the project would install new paint and flooring. The scope also includes major renovations to the trauma rooms and reception area, according to the filing.
TDLR describes the work as additions to an existing building. The project is privately funded, located on private land, and intended for private use. The filing states that a tenant is not providing the private funds.
Columbia Valley Healthcare System, L.P., doing business as Valley Regional Medical Center, is listed as the property owner. Barge Design Solutions of Nashville, Tennessee, is identified as the design firm.
The state record names Blair Baker as the registered accessibility specialist assigned to the project. Under Texas rules, an accessibility specialist reviews applicable construction documents and inspects completed work for compliance with state accessibility standards.
TDLR requires projects with estimated construction costs of $50,000 or more to submit construction documents for accessibility review. The department says a registered project must undergo a plan review before inspection unless it qualifies as a special registration.
The hospital’s $14.793 million filing is well above that threshold. Registration in the Texas Architectural Barriers online System is part of the state accessibility process and should not be interpreted as confirmation that construction is underway.
Valley Regional Medical Center describes itself as a 214-bed acute-care hospital with a Level III Trauma Center and Level III Neonatal Intensive Care Unit. Its main emergency room operates 24 hours a day, seven days a week, including holidays, according to the hospital.
The medical center previously expanded its emergency department in 2016 by adding seven rooms, bringing the emergency room to 23 beds at that time, according to a hospital announcement.
The newly registered project proposes another expansion of emergency-care space, additional ambulance capacity, and renovations to existing clinical and reception areas. The filing does not identify a general contractor or provide information about employment, patient-volume projections, or possible changes to emergency-department operations during construction.
The record lists the project only as registered as of Sept. 28, 2026.
