Dr. Fred Farias Joins UTRGV Leadership Team

Former Higher Education Coordinating Board Chair Appointed to Key Roles

Dr. Fred Farias III has been appointed to two leadership positions at The University of Texas Rio Grande Valley (UTRGV): associate dean for External Relations at the UTRGV School of Optometry and associate vice president for Governmental Relations. In these roles, he will focus on strengthening external partnerships, supporting legislative initiatives, and promoting the university’s statewide presence.

Farias will engage with partners in the eye care industry, government, and advocacy organizations. He will also oversee continuing education efforts and provide strategic input on clinical operations to external stakeholders.

Before joining UTRGV, Farias served over ten years on the Texas Higher Education Coordinating Board (THECB), most recently as chairman. He stepped down from that position in June 2025 to assume his new roles at the university.

Farias is a native of McAllen and the president and CEO of 20/20 Vision Care. His academic background includes a Bachelor of Science in Speech Communication from The University of Texas at Austin, a Doctor of Optometry from the Southern College of Optometry, and a Master of Science in Clinical Service Operations from Harvard University. Over the past decade, he has worked with both university and state officials to promote educational and economic development in South Texas.

UTRGV President Guy Bailey noted that Farias brings valuable expertise in education policy and strong statewide connections that will benefit the university’s outreach and growth.

Farias expressed his enthusiasm for joining UTRGV, emphasizing the institution’s role in shaping the future of higher education in Texas and his commitment to advancing its mission in the Rio Grande Valley and beyond.

During his time at THECB, the board implemented data-informed reforms and approved over 40 new degree programs at UTRGV. His leadership contributed to the agency receiving national recognition in 2023 from the State Higher Education Executive Officers Association for innovation, governance, and the launch of the Building a Talent-Strong Texas strategic plan, which aligns education outcomes with workforce needs.

In May 2024, Farias was awarded the UTRGV President’s Medal of Honor, the university’s highest distinction. He is one of only six individuals to have received the honor.
